I have a domain registered with GoDaddy and am using GoDaddy DNS. My website is on a Heroku platform. In DNS, I have a WWW CNAME pointing to the Heroku endpoint and have set up forwarding to point to www.mydomain.org. This creates an A record that points to a GoDaddy server. www.mydomain.org works, but mydomain.org times out. How can I get the raw URL to resolve?

The bare domain is redirecting for me and I am not seeing any issues in the DNS.

If this was a recent change it sounds like this could be a cache issue. You can try resetting your router/modem, but routing info is also subject to cache at the ISP level outside of your control. It would usually resolve within an hour or two, but can take up to 48 hours. If you're still having troubles you can post the domain for further testing.
Thanks for your response. I don't think it's a cache issue. The domain is http://fightingblindness.org vs. https://www.fightingblindness.org.
