Does anyone know where the Access logs are in the CPanel as I can't find them. Also when I look in the error log it is empty even though I know there has been some PHP errors

Thank you for posting. There's an article for this in our help center. You can search either within the help center for articles or through your favorite search engine and just add "GoDaddy" to the end of your search criteria. This usually brings GoDaddy help articles in the first few results.
